Ankara, Türkiye, 27-29 May 2025 – SIC ICSD Representative Participates in Regional Technical Workshop on Preparation for Technical Expert Review (TER) under the Enhanced Transparency Framework of the Paris Agreement. The event was organized with the support of the Climate Transparency Programme and the Secretariat of the United Nations Framework Convention on Climate Change (UNFCCC), in cooperation with the Regional Collaboration Centre for Eastern Europe and Central Asia (RCC ECA).
The workshop was part of broader efforts to support developing countries in Eastern Europe and Central Asia in implementing the requirements of the Enhanced Transparency Framework (ETF), as outlined in Article 13 of the Paris Agreement. Particular attention was given to preparing countries for the Technical Expert Review of their Second Biennial Transparency Report (BTR), which is to be submitted to the UNFCCC Secretariat.

Participants reviewed the key elements of the TER process, including the presentation of reported information, the format of expert comments, procedures for communication between Parties and review experts, as well as next steps following the review. The workshop also served as a platform for knowledge exchange, where participants discussed experiences, challenges, and best practices in preparing national reports. Several examples of successful cooperation with international experts during past technical reviews were also shared.
The SIC ICSD representative emphasized the importance of technical capacity-building and knowledge-sharing in strengthening national readiness across Central Asian countries to fulfil their climate-related obligations. Participation in the workshop underscored SIC ICSD’s commitment to supporting the effective implementation of the Paris Agreement and fostering regional cooperation in the areas of climate action and sustainable development.
