Chairmanship of the Republic of Uzbekistan in the ICSD
30th ICSD Meeting was held in the city of Nukus (October 2019), during which the Report on the work carried out by the ICSD under the Chairmanship of Turkmenistan from 2015 to 2019 was approved. Appreciation was expressed to the outgoing ICSD Chair from Turkmenistan, and, on a rotational basis, the chairmanship for the 2019–2021 period was transferred to the Republic of Uzbekistan. The "Regional Environmental Programme for Sustainable Development of Central Asia" (REP4SD CA) was approved, and appreciation was expressed to GIZ, the United Nations Environment Programme (UNEP), and the Regional Environmental Centre for Central Asia (CAREC) for their technical assistance in preparing the REP4SD CA draft. The heads of environmental agencies of ICSD member states were instructed to coordinate the draft REPPSD CA in accordance with national procedures and to inform the ICSD Chair for its subsequent submission to the Executive Board of IFAS for approval. The ICSD Chair was requested to reach out to international partners for support in developing the REP4SD CA "Roadmap" and its further implementation. The Consultative Council was tasked with reviewing the draft "Roadmap" for the implementation of the REP4SD CA. During the meeting, the "Regulations for the Preparation and Conduct of ICSD Meetings" were adopted; the "Regulations on the ICSD Consultative Council" were approved; all ICSD bodies were instructed to prepare proposals for necessary amendments to the regulations on the ICSD, the ICSD Scientific-Information Center (SIC ICSD), the ICSD Secretariat, and the Regional Centers under the ICSD for further approval. In connection with the adoption of the "Regulations on the ICSD Advisory Council," the regulations on the "Regional Committee of Officials for the REAP CA" and the "Public Council under the ICSD" were deemed null and void. The ICSD Chair was authorized to sign, on behalf of the ICSD, an MoU with UNEP and UNECE. The SIC ICSD and the regional centers under the ICSD were tasked with submitting Work Plans for the 2020-2021 period to the Working Secretary of the ICSD Chair.
31st ICSD meeting was held in March 2022 in an online format, during which the report of the ICSD Chair from Uzbekistan on the work carried out from 2019 to 2021 was approved. Appreciation was expressed to the outgoing ICSD Chair, and the chairmanship for the 2022–2024 period was transferred, on a rotational basis, to the Minister of Ecology, Geology, and Natural Resources of the Republic of Kazakhstan. The environmental agencies of Central Asian countries and the ICSD bodies were instructed to implement the decision of the IFAS Executive Board dated 22 February 2022 regarding the REP4SD CA. The Roadmap for the implementation of the REP4SD CA until 2030, incorporating developed indicators and a monitoring mechanism, was approved. Appreciation was expressed to UNEP and GIZ for their technical assistance in preparing the project documents, as well as to international organizations and donor partners of the ICSD for their contributions to the development of priority areas of the REP4SD CA. Additionally, the updated "Statute of the Scientific-Information Center of ICSD (SIC ICSD)" was approved as part of efforts to improve the institutional and legal framework of IFAS. The ICSD Chair’s Working Secretary, in coordination with the ICSD Secretariat, was instructed to develop the ICSD Work Plan for 2022–2024 and submit it for approval to the ICSD Chair by 1 May 2022. The ICSD Member from Tajikistan and the SIC ICSD branch in Tajikistan were tasked, within the framework of the REP4SD CA implementation, with examining the issue of establishing a Regional Waste Management Center in Dushanbe.
