ICSD Consultative Council – A Coordination Mechanism for the Implementation of the REP4SD
The Consultative Council of the Interstate Commission on Sustainable Development (ICSD) was established to facilitate the implementation of the Regional Programme on Environmental Protection for Sustainable Development of Central Asia (REP4SD). Overall, the Council ensures coordination among regional countries in the fields of environmental protection, sustainable natural resource management, and ecological security. It also plays a key role in developing recommendations for fulfilling environmental commitments undertaken by Central Asian countries within the framework of international environmental agreements.
ICSD IFAS Consultative Council Regulation (RU)
Main Objective
The ICSD Consultative Council was established to promote coordination and effective cooperation among Central Asian countries in the field of environmental protection and sustainable development. The Council serves as an expert platform for discussing key environmental challenges, sharing best practices, and developing recommendations for ICSD.
Key Functions of the Council
- Developing proposals and formulating the agenda for ICSD meetings.
- Conducting multilateral consultations with experts, international organizations, and NGOs.
- Assessing the implementation of regional programs and projects, their financing, and effectiveness.
- Facilitating information exchange among regional countries on sustainable development issues.
- Developing conceptual approaches to environmental policy and drafting strategies, programs, and action plans.
- Supporting the implementation of UN environmental conventions.
- Monitoring the implementation of ICSD decisions and evaluating their impact.
Council Meetings
The Council convenes at least twice a year, as well as on an ad hoc basis upon agreement with ICSD members. The meetings are attended by representatives of environmental and economic agencies of Central Asian countries, regional organizations, and the ICSD Scientific-Information Center (SIC ICSD). International partners and independent experts may also be invited.
