Chairmanship of the Republic of Kazakhstan in ICSD
The 32nd meeting of ICSD took place in Astana in September 2023. During the meeting, the ICSD Chair presented information on the implementation of the ICSD Work Plan for 2022–2024, which was duly noted; it was instructed to review the status of the SIC ICSD branch in the Republic of Kazakhstan, considering its transformation into an independent unit/branch in accordance with the ICSD Regulations, ensuring budgetary funding through Kazakhstan's contributions to IFAS. The meeting also took note of the information provided by the representative of the Republic of Tajikistan regarding the establishment of the Regional Waste Management Center in Dushanbe, including its approved Statute and interim director. Additionally, the initiative of Uzbekistan to hold the Central Asian Youth Environmental Kurultai was supported. Environmental authorities of Central Asian countries and ICSD bodies were also instructed to submit information to the ICSD Chair on the implementation progress of REP4SD CA to prepare a mid-term review. It was decided to conduct additional discussions with donors, experts, and non-governmental organizations for the implementation of the proposed mechanism. The SIC ICSD was instructed to propose measures for restoring the information support system for ICSD activities, including the revival of the official ICSD online platform for Central Asia.

The 33rd ICSD meeting was held in Astana on March 28, 2024, where the ICSD Chair's report on the work completed of ICSD in 2022-2024 was approved for submission to the IFAS Executive Committee; gratitude to Mr. Yerlan Nyssanbayev, Minister of Ecology and Natural Resources of the Republic of Kazakhstan, expressed for his contribution to ICSD development as its Chair and the chairmanship for 2024-2026 was transferred to the Republic of Tajikistan in accordance with the ICSD regulations. Additionally, the proposal of the Republic of Tajikistan to hold a Jubilee Meeting of the Commission in 2024, dedicated to the 30th anniversary of ICSD, was approved and the ICSD Chair was instructed to seek support from international partners for its organization. Among the topics discussed was also the Global Framework Program for the Five Years of Action for the Development of Mountain Regions (2023–2027), presented by the ICSD Regional Mountain Center. The participants instructed ICSD bodies to explore opportunities for expanding scientific cooperation with academic and educational institutions, as well as to enhance civil society engagement in the implementation of the Regional Environmental Protection Program for Sustainable Development of Central Asia.
