Chairmanship of the Republic of Uzbekistan in the ICSD
During the chairmanship, the following ICSD Meetings were convened:
20th ICSD Meeting was held in Tashkent (May 2009) during which the ICSD approved the Report of the Kyrgyz Republic on activities carried out during its chairmanship in 2007–2008. The chairmanship was transferred to the Republic of Uzbekistan. The Meeting confirmed the need to accelerate the process of accession to the Framework Convention on Environmental Protection for Sustainable Development in Central Asia and endorsed the submission of the draft Subregional Strategy for Sustainable Development (SSSD) to the Executive Committee of IFAS. The ICSD also approved a request to UNEP for support in the development of an Implementation plan. The Meeting took note of the establishment of a branch of the Regional Mountain Centre of Central Asia in Tajikistan and endorsed the founding documents and governance structure of the Regional Centre on Renewable Energy Sources (RES). The ICSD expressed support for the development of the CAREC Environmental Knowledge Portal, utilizing UNEP’s “Knowledge Hub” platform, and proposed that UNEP be approached for technical and financial assistance to ensure its continued operation as a sustainable tool for regional data exchange.

21st ICSD Meeting was held in Tashkent (November 2009) which reviewed the progress made by Central Asian States in joining the Framework Convention and the further development of the draft SSSD. The ICSD agreed on the need to revise the Regional Environmental Action Plan for Sustainable Development (REAP) to address emerging climate change and regional and global environmental challenges. The Meeting supported the development of a Regional Strategy on Climate Change Adaptation and the creation of a regional network of experts in this area. Participants discussed the establishment of a UNEP Regional Office for Central Asia. The Meeting welcomed the operationalization of the Regional RES Centre and preparations for the first session of its Governing Council. The ICSD tasked the Committee of Senior Officials (CSO) with coordinating a project to strengthen regional cooperation on renewable energy. The Chair was requested to present a unified regional position at the 15th Conference of the Parties (COP15) to the UNFCCC. Activities in support of the International Year of Biodiversity – 2010 were also discussed, including a regional awareness campaign jointly implemented with CAREC and the ICSD Public Council.

22nd ICSD Meeting was held in Tashkent (December 2010) which approved the Concept Paper of Central Asian States for the Rio+20 Conference and tasked the Chair, the ICSD Working Secretariat and SIC ICSD with preparatory work on a Joint regional position for submission at the next ICSD meeting in the Republic of Kazakhstan in 2011. The Meeting took note of progress in the development of the Aral Sea Basin Programme-3 (ASBP-3) and ICSD proposals to the draft. A formal request was approved for submission to the Interim Secretariat of the Framework Convention seeking assistance in assessing the financial obligations of States. The Meeting emphasized the need to enhance the role of the ICSD Public Council and revitalize the Central Asian Youth Environmental Network as key platforms for civil society and youth engagement in regional sustainable development processes.
