Basis for the Development of the SSDS CA
The development of the Strategy is grounded in the following key frameworks:
- The Almaty Declaration (1997), in which the Heads of State of Central Asia expressed their commitment to developing a unified sustainable development strategy;
- The decision of the World Summit on Sustainable Development (WSSD) (2002), paragraph 162, which emphasizes the need to develop national and subregional sustainable development strategies;
- Decisions of the Interstate Commission on Sustainable Development (ICSD), as well as support provided by the UNEP Regional Resource Centre for Asia and the Pacific.
Development Process
In 2004, the Scientific Information Centre of the ICSD (SIC ICSD) was designated as the responsible body for preparing the draft Strategy. National information materials were compiled based on strategic documents approved by the governments of Central Asian countries.
In 2006, a series of expert working meetings were held involving representatives of the SIC ICSD, Responsible Officials, and international organizations to review and discuss the draft. Experts conducted a comprehensive analysis of national and international strategies and programmes, including sustainable development concepts, action plans, and charters. During several ICSD meetings, the preliminary structure and content of the document were agreed upon, including the addition of missing sections. The draft Strategy was further discussed through seminars and presentations held within the framework of subregional and international forums.
