Monitoring and Evaluation of the Implementation of the REAP for Sustainable Development in Central Asia

Monitoring and evaluation provide for systematic observation of the progress and nature of the implementation of the Regional Environmental Programme for Sustainable Development in Central Asia (REP4SD CA), analysis of the set objectives, and adjustment of decisions taken at all stages of its implementation.

To determine the success of the implementation of the REP4SD CA, regional evaluation reports will be periodically prepared, based on the use of SDG indicators, national reports, results of expert assessments from representatives of NGOs and donors, as well as materials and recommendations from regional organizations.

The leading role in evaluating the implementation of the REP4SD CA is assigned to the ICSD, which reviews evaluation reports on the course of implementation and makes decisions regarding their execution.

The regional evaluation report on the implementation of the REP4SD CA incorporates data from national evaluation reports, expert assessments by NGO and donor representatives, and materials and recommendations from regional organizations, all based on the use of SDG indicators.

For effective monitoring and evaluation of the REP4SD CA, it is necessary to:

1. Maintain and strengthen institutional structures for regional cooperation in monitoring and information sharing.
2. Develop and agree on regional indicators to measure progress in implementing the REP4SD CA.
3. Support the establishment of a regional monitoring system for achieving environmentally oriented SDGs.
4. Develop, on the basis of the ICSD Eco-portal, a unified information system for collecting, processing, analyzing, and providing data on environmentally oriented SDG indicators at both national and regional levels.
5. Improve interstate coordination among responsible structures, organizations, and stakeholders involved in monitoring the achievement of environmentally oriented SDGs, based on the use of harmonized regional indicators.
