Representatives of SIC ICSD Participate in COP30 in Belém: Global Decisions for Climate


Belém, Federative Republic of Brazil, 10-21 November 2025 — Representatives of the Uzbekistan Branch of the Scientific-Information Centre of the Interstate Commission on Sustainable Development (SIC ICSD) actively participated in the 30th session of the Conference of the Parties to the United Nations Framework Convention on Climate Change (UNFCCC COP30).

COP30 marked an important milestone in the global climate process and concluded with the adoption of 29 outcome documents addressing adaptation finance, technology transfer, just transition, and the achievement of global climate goals. Under the presidency of Brazil, Parties were able to make significant progress on a number of complex and sensitive issues, despite a challenging geopolitical context.

A key outcome of the Conference was the “Global Mutirão” package of decisions, aimed at enhancing climate ambition and accelerating implementation. The package calls for tripling adaptation finance by 2035, launching the “Belém Mission to 1.5°C”, and introducing measures to limit overshoot of the global carbon budget. These decisions are of fundamental importance for aligning national climate actions with the objectives of the Paris Agreement.

Particular attention at COP30 was given to issues related to a just transition. The adoption of the Belém Mechanism for a Just Global Transition establishes a framework to support countries and communities dependent on carbon-intensive sectors, with a focus on socially inclusive and equitable sustainable development. Another significant achievement was the agreement on voluntary indicators for the Global Goal on Adaptation, enabling the assessment of progress in strengthening resilience and reducing vulnerability without imposing new obligations on Parties.

The participation of SIC ICSD in COP30 contributed to strengthening the Centre’s expert input into the international climate dialogue and facilitated the exchange of experience on climate transparency, adaptation, and sustainable development issues of particular relevance to the countries of Central Asia.

On the margins of the Conference, the Ministry of Ecology, Environmental Protection and Climate Change of the Republic of Uzbekistan officially announced that the Eighth Assembly of the Global Environment Facility (GEF) will be held in the historic city of Samarkand from 30 May to 6 June 2026. The announcement followed the signing of a corresponding Agreement between the Republic of Uzbekistan and the GEF during UNFCCC COP30. The forthcoming Assembly will serve as an important international platform for discussions on priorities in environmental financing and sustainable development.

The participation of SIC ICSD in COP30 and the upcoming GEF Assembly in Samarkand underscore the growing role of Central Asian countries in the global climate and environmental agenda, as well as their commitment to joint action to address climate change and advance the Sustainable Development Goals.


The event supports the achievement of:

Priority Area of REP4SD No 4 dedicated to SDG 13: “Take urgent action to combat climate change and its impacts”
4.1 Development of a unified regional vision, information exchange between national focal points of the UN Framework Convention on Climate Change (UNFCCC) and other stakeholders. 
Priority area No 6 of REP4SD dedicated to SDG 17: “Strengthen the means of implementation and revitalize the Global Partnership for Sustainable Development”
6.1 Involvement of the region into implementation of global environmental conventions, programmes and initiatives.
