Ashgabat, Turkmenistan, 21 May 2026 – Experts from the Scientific-Information Center of the Interstate Commission on Sustainable Development (SIC ICSD) participated in a roundtable on draft secondary legislation governing greenhouse gas (GHG) inventories, organized by the OSCE Centre in Ashgabat in cooperation with the Ministry of Environmental Protection of Turkmenistan.
The roundtable focused on the review of draft regulatory instruments being developed under the draft Law of Turkmenistan on Climate Change. Participants considered the draft Procedures for Conducting the National Greenhouse Gas Emissions and Removals Inventory and the draft Regulation on the Greenhouse Gas Emissions Registry, discussing their proposed implementation mechanisms as well as opportunities to further strengthen the national greenhouse gas accounting system.
During the event, OSCE National Expert Yolbars Kepbanov presented the key provisions of the draft regulations, outlining their structure, implementation mechanisms and issues requiring further consideration. OSCE International Expert Nadezhda Sheveleva shared international experience in the development and operation of national greenhouse gas inventory systems, provided a comparative overview of existing practices, and offered recommendations for aligning the draft regulations with international agreements and recognized good practices.
SIC ICSD experts actively contributed to the technical discussions, exchanging views on strengthening the national greenhouse gas monitoring system, enhancing institutional coordination, and advancing climate reporting. Their participation facilitated professional dialogue and knowledge exchange on the implementation of climate policy and the fulfilment of international climate commitments.
SIC ICSD remains committed to supporting initiatives that promote sustainable natural resource management, strengthen environmental governance, and enhance regional cooperation on climate change adaptation and mitigation across Central Asia.
