SIC ICSD participated in the official launch of Phase II of the ReCATH initiative


Ashgabat, Turkmenistan, 12 May 2025 – Representatives of the Scientific-Information Centre of the Interstate Commission for Sustainable Development (SIC ICSD) took part in the Meeting of the Regional Coordination Committee and the official launch of Phase II of the ReCATH initiative. The event brought together representatives of government agencies, international and regional organizations, technical experts, and development partners from across the region to discuss issues related to climate transparency and sustainable development in Central Asia.

Organized within the framework of the Central Asia Climate Change Conference (CACCC-2025), the meeting was held at the Yyldyz Hotel and marked the beginning of a new stage of the Regional Climate Action Transparency Hub (ReCATH), an initiative supported by the Initiative for Climate Action Transparency (ICAT).

During the session, the structure, objectives, and priorities of Phase II of the ReCATH project for 2025–2026 were presented, including:

  • Institutionalization of the Regional Coordination Committee (RCC) as a key platform for knowledge exchange and coordination of climate action;

  • Further strengthening of human and institutional capacities in the countries of the region;

  • Integration of transparency mechanisms into national climate policies and sectoral strategies;

  • Ensuring the sustainability of ReCATH as a regional knowledge hub.

A key part of the discussions focused on the Terms of Reference (ToR) of the RCC and the development of coordinated approaches to regional climate reporting. Participants identified priority areas for future assessment of climate policy impacts and expressed interest in continued consultations and joint capacity-building activities.

The session also highlighted synergies between ReCATH and other regional initiatives, including methane emissions reduction, implementation of the regional climate change adaptation strategy, and the CBIT-GSP project aimed at strengthening transparency-related capacities.

As a regional institution committed to promoting sustainable development in Central Asia, SIC ICSD reaffirmed its commitment to active engagement in the RCC and to strengthening cooperation within the ReCATH initiative, thereby contributing to the implementation of the 2030 Agenda for Sustainable Development.


Background information:
ReCATH (Regional Climate Action Transparency Hub) is a regional initiative supporting Central Asian countries in enhancing climate transparency. The project is implemented by the Regional Environmental Centre for Central Asia (CAREC) with technical support from the Greenhouse Gas Management Institute (GHGMI) and financial support from ICAT. ReCATH aims to strengthen national capacities in the areas of monitoring, reporting and verification (MRV), enhance readiness for the Enhanced Transparency Framework (ETF) under the Paris Agreement, and promote inclusive and sustainable climate governance mechanisms.
