SIC ICSD Participates in the Preparation of the NC4 and the Update of Turkmenistan’s NDC


Ashgabat, 16 February 2026 – Representatives of the Scientific-Information Centre of the Interstate Commission on Sustainable Development (SIC ICSD) participated in the Final National Workshop to Present the Revised Fourth National Communication of Turkmenistan on Climate Change (NC4) under the United Nations Framework Convention on Climate Change (UNFCCC). The event was organized by the United Nations Development Programme (UNDP) in cooperation with the Ministry of Environmental Protection of Turkmenistan and brought together approximately 25 representatives of relevant ministries and agencies, including the Ministry of Energy, the Ministry of Finance and Economy, the Ministry of Agriculture, the State Committee for Water Management, the State Committee on Statistics, as well as state concerns such as Turkmengaz and Turkmennebit, and other key national institutions and civil society organizations.

During the meeting, participants were briefed on the process of preparing the Fourth National Communication, the comments received from government entities, and the key sections of the document, including mitigation and adaptation measures, as well as next steps related to the implementation of the country’s commitments under the UNFCCC and the update of Turkmenistan’s Nationally Determined Contribution (NDC).

A significant contribution to the workshop was made by SIC ICSD representative Nazar Allaberdiev, who presented the results of the national inventory of anthropogenic greenhouse gas emissions prepared within the framework of the Fourth National Communication. His presentation highlighted the importance of systematized data and inter-agency cooperation for improving the quality of national reporting and strengthening the scientific and analytical basis of Turkmenistan’s climate policy.

Participants discussed key findings and recommendations for enhancing climate reporting, exchanged views on integrating climate considerations into sectoral strategies, and underscored the importance of coordination among government institutions, the scientific community and international partners. The meeting also outlined the next steps for finalizing the document and submitting it to the UNFCCC Secretariat.

The workshop marked an important milestone in strengthening Turkmenistan’s national capacity to meet its international climate commitments and to advance a systematic approach to greenhouse gas monitoring and mitigation measures.
