Conference on GHG Emission Assessment Using GOSAT Satellite


Tokyo, Japan, February 3-4, 2025 – The international conference "Transparency Through GOSAT for BTR" was held, dedicated to the assessment of greenhouse gas emissions using data from the GOSAT satellite and the exchange of experience in applying advanced technologies for emission inventories. The event was organized by the Ministry of the Environment of Japan (MOEJ) in collaboration with Chuo University, with the support of experts from Central Asia, Azerbaijan, Mongolia, and Japan, providing simultaneous translation into English and Russian.

The conference brought together representatives of government agencies responsible for monitoring greenhouse gases, climate policy, and international cooperation from Central Asia, Azerbaijan, and Mongolia. Representatives from academia, international organizations, and experts also participated.

During the event, participants discussed the methodology and key aspects of using satellite data for greenhouse gas emission inventories, as well as their significance for increasing the transparency of climate reports. Particular attention was paid to the current state of emission inventories in the region, identifying key challenges and gaps, and determining the needs for improving methodologies. An important aspect of the discussion was the connection between traditional approaches and satellite technologies, in particular the application of GOSAT data to support IPCC guidelines. In addition, an overview of best practices was presented, including Mongolia's experience in assessing emissions and removals, as well as the experience accumulated by countries in the region in using digital tools.

The following issues were considered within the framework of the conference: the current state of greenhouse gas inventories in Central Asia, Azerbaijan, and Mongolia; needs and problems in this area; the possibility of using GOSAT data to improve inventories; as well as prospects for international cooperation in the field of satellite monitoring of greenhouse gases. Particular attention was paid to discussing proposals for including the methodology for using satellite data in the IPCC guidelines. During the panel discussion, experts exchanged views on the needs, problems, and gaps in greenhouse gas inventories, and also discussed the possibilities of applying bottom-up and top-down methods.

The participation of SIC ICSD representatives in this conference is an important step in strengthening cooperation between Central Asia and Japan in the field of monitoring and reducing greenhouse gas emissions. The acquired knowledge and experience will be used to improve national systems for inventory and reporting on emissions, as well as to develop more effective measures to combat climate change.
