Ashgabat, Turkmenistan, March 19, 2025 – Representatives of the SIC ICSD participated in a national-level working meeting to discuss climate reporting under Turkmenistan’s commitments to the United Nations Framework Convention on Climate Change (UNFCCC) and the Paris Agreement. The event was organized as part of the "Sustainable Cities in Turkmenistan: Integrated Green Urban Development in Ashgabat and Avaza" project, implemented by the United Nations Development Programme (UNDP) in cooperation with the Ministry of Environment Protection of Turkmenistan.
The working meeting focused on climate reporting prepared with the support of UNDP and the United Nations Environment Programme (UNEP). Key documents under discussion included the First Updated Biennial Report (BUR1) and the First Biennial Transparency Report (BTR1), covering national circumstances, anthropogenic greenhouse gas emissions, and financial and technological support for climate initiatives. The meeting also addressed the finalization of Turkmenistan’s Fourth National Communication (NC4) and the launch of preparations for the updated Nationally Determined Contribution (NDC 3.0).

During the sessions, participants discussed transparency in climate reporting as a fundamental principle of the UNFCCC, ensuring accountability, trust, and informed decision-making at the international level. Speakers also addressed key aspects of climate reporting, including: national greenhouse gas inventory (2010–2021); information for tracking progress on the Nationally Determined Contribution (NDC); support for technology development and transfer, as well as capacity-building; establishment of a national Monitoring, Reporting, and Verification (MRV) system; preparation of the Fourth National Communication (NC4); and integration of the Biennial Transparency Report (BTR).
The working meeting marked an important step in enhancing transparency and effectiveness of Turkmenistan’s climate policy under its commitments to the UNFCCC and the Paris Agreement. Furthermore, participants highlighted that such meetings contribute to strengthening both national and regional capacities, supporting sustainable development across Central Asia.
