Development of proposals and recommendations for amendment of the Forest Code of Turkmenistan for the purpose of sustainable forest management
The Forest Code of Turkmenistan was adopted in 2011. The Ministry of Environment Protection has expressed the need to review the Code and align it with national legislation and international conventions on environmental protection.
As part of the FAO-GEF Regional Project “Integrated management of natural resources in drought-prone and salt-affected agricultural production landscapes of Central Asia and Turkey (CACILM-2),” a National Policy Dialogue Workshop on Forestry Code Amendment was held on 27-29 February 2024. The event brought together national agencies, experts, and international specialists to discuss criteria and indicators for sustainable forest management and proposed changes to the Code. Workshop participants reached a consensus on the necessity of updating the Forest Code to reflect recent changes in national environmental legislation and Turkmenistan’s commitments under international conventions. It was agreed that a group of national experts would be recruited under the CACILM-2 project to draft amendments, which will be presented to the Ministry of Environment Protection and subsequently to parliament.
Goal: The Project aims to prepare proposals and recommendations for updating the Forest Code of Turkmenistan (2011) to bring it in line with international requirements for sustainable forest management in the country.

Project Outputs:

Review and analysis of the Forest Code of Turkmenistan to identify provisions that require clarification, addition, change and updating. |

Analysis of the institutional framework in the field of forestry management to optimize the forestry management system. |

Preparation of recommendations for further improvement of the provisions and norms of the Forest Code of Turkmenistan and their reflection in a special table. |

Transfer of prepared recommendations for updating the Forest Code of Turkmenistan to the Ministry of Environmental Protection of Turkmenistan. |
Project Results:
- Provisions requiring updating, clarification, or additions in line with international standards of sustainable forest management were identified.
- Existing mechanisms and the structure of forest governance were analyzed, which made it possible to determine the strengths and weaknesses of the institutional framework.
- A draft updated version of the Forest Code of Turkmenistan was prepared and circulated among stakeholders for feedback and suggestions.
- A national workshop was held with the participation of representatives of national ministries and agencies, as well as FAO representatives, during which the new version of the Forest Code of Turkmenistan was presented.
- The final draft of the Forest Code was submitted to the relevant state ministries and agencies for its further adoption in accordance with national policies and procedures.
