Strengthening the Capacity of Turkmenistan to Comply with the Enhanced Transparency Framework under the Paris Agreement (Project CBIT)
The Paris Agreement was adopted by consensus of countries on 12 December 2015 during the 21st session of the Conference of the Parties (COP-21) to the United Nations Framework Convention on Climate Change (UNFCCC) and entered into force on 4 November 2016. Subsequently, on 21 October 2016, the Mejlis of Turkmenistan ratified the Paris Agreement.
This historic agreement aims to enhance the global response to the threat of climate change and requires all Parties to establish robust systems for Measurement, Reporting, and Verification (MRV) and to communicate their efforts under the UNFCCC. In this context, on 18 October 2023, the GEF approved the Project Identification Form (PIF) and Project Preparation Grant (PPG) submitted by the Food and Agriculture Organization of the United Nations (FAO) entitled “Strengthening Turkmenistan’s Capacity to Comply with the Enhanced Transparency Framework under the Paris Agreement – GCP/TUK/11070/GFF.”
The project is designed to strengthen Turkmenistan’s national capacity to comply with the Enhanced Transparency Framework (ETF) for climate mitigation and adaptation measures and the support provided to sectors covered under the Nationally Determined Contributions (NDCs). It is implemented by the Scientific-Information Center of the Interstate Commission for Sustainable Development of the International Fund for Saving the Aral Sea (SIC ICSD IFAS) in Turkmenistan on behalf of the Ministry of Environmental Protection, with support from FAO as the GEF implementing agency.

Capacity Building
Through project implementation, Turkmenistan will be able to strengthen its institutional and technical capacity to meet the requirements of the Enhanced Transparency Framework (ETF) of the Paris Agreement by building the technical capacity of stakeholders in the following areas:

Monitoring adaptation measures included in the NDCs;

Systematic preparation of greenhouse gas inventories and tracking of mitigation measures;

Accounting for and analyzing domestic and international climate finance required for and received to implement NDC measures.
Project Stakeholders
The main stakeholders in the implementation of this project include key ministries and agencies of Turkmenistan, state-owned companies, scientific institutions, and non-governmental organizations. The Ministry of Environmental Protection of Turkmenistan serves a coordinating role and facilitates the project in collaboration with other inter-agency structures and organizations. Other stakeholders participate in the implementation of project activities.
