The Council of Heads of States-Founders of IFAS is the supreme body of IFAS. Meetings of the Council are convened by agreement among the Heads of State.
The Council of Heads of State develops and recommends policies aimed at aligning the region’s productive capacities with its natural resource potential, recommends interstate legal and regulatory acts for approval, defines principles common to all states of the region for the management, use, and protection of water resources, and regulates interstate relations in the fields of water management and environmental protection.
The Council of Heads of State also appoints the President of IFAS for a defined term, makes decisions on the liquidation, reorganization, or relocation of the IFAS Executive Committee to another state. By decision of the Council of Heads of State, the activities of IFAS may be terminated.

The management of IFAS is carried out by the IFAS Board, composed of Deputy Prime Ministers of the founding States. The Executive Committee convenes at least twice a year. Member States may propose the organization of additional sessions as needed.
