The Secretariat of the Interstate Commission on Sustainable Development (ICSD) was established to provide organizational, informational and coordination support to the activities of the Commission.
The Secretariat of the Commission was established by decision of the ICSD on 9 August 1995, upon the proposal of the President of Turkmenistan, endorsed by the Heads of State of Central Asia (Tashkent, 1995), with its permanent seat in Ashgabat. Following a competitive process, the Head SIC of ICSD was established under the National Institute of Deserts, Flora and Fauna of the Ministry of Nature Protection of Turkmenistan. The Secretariat of the Commission operates within the SIC of ICSD.

In accordance with the Statute on the ICSD Secretariat, approved by ICSD Decision No. 3 of 12 April 2001, the ICSD Secretariat undertakes the following practical functions:

preparing and disseminating materials related to ICSD activities;

organizing ICSD meetings and other events pursuant to ICSD decisions;

ensuring coordination among the working bodies of the ICSD;

preparing ICSD reports;

implementing assignments of the ICSD Chair.
In cooperation with the country branches/offices of the SIC ICSD in the Central Asian countries, the ICSD Secretariat prepares official correspondence for circulation and submits it to the head of the environmental authority serving as the respective member of the ICSD for review and endorsement prior to its distribution, in accordance with the Rules of Procedure for the Preparation and Conduct of ICSD Meetings.
Within the scope of its mandate, the ICSD Secretariat also provides organizational and technical support to the Consultative Council, including assistance in preparing the agenda for its meetings, ensuring compliance with the ICSD Rules of Procedure, and monitoring the implementation of the Council's and the ICSD's adopted protocol decisions and recommendations.

the Secretary to the ICSD Chair, based in the country holding the Chairmanship of the ICSD;

in other member States, the functions and authority of the Secretariat are vested in a staff member of the respective branch of the Scientific Information Centre of ICSD.
The Head of the Secretariat is appointed and dismissed by decision of the ICSD.
